If they know they won't get caught? Does that mean there's some kind of guarantee they won't? I'm pretty sure most people who cheat do it believing they won't get caught. Often, they're wrong.
Anyway, to answer the question, I know both men and women who cheat, and the men outnumber the women, so I'll say men.
